The two companies are currently resuming negotiations with Brazilian authorities that broke down last year. Brazil has been demanding 155 billion reais (about US$43 billion) for compensation, compensation and other damage.
BHP Billiton said in a statement on Monday that BHP and Vale's proposal is divided into three parts, with $14.4 billion in cash payments to the Brazilian government "over a long period of time, well beyond a decade."
"Negotiations between the two parties are still ongoing and no final agreement has been reached on the amount or terms of the settlement," the company said.
Brazil's Attorney General's Office is analyzing the proposal and is expected to submit a joint statement with the two affected states to the court mediating the negotiations by Friday.
